ABSTRACT
This study has assessed Factors Influencing the Non-adoption of Core Welfare Indicators as a planning and Monitoring Tool. The study was carried out in Dodoma region, in particular Dodoma Municipal Council and Chamwino District Council. Data were collected using questionnaires, interviews and formal discussion. Seventy respondents and fifteen key respondents were involved in it. Information for quantitative data was analyzed using Statistical Package for Social Science (SPSS) software version 15 and content analysis was used for qualitative information. The study findings have revealed that Factors Influencing the Non-adoption of Core Welfare Indicators as a planning and monitoring tool, include the lack of awareness of the existence and importance of CWIs by the majority of stakeholders, (64% of respondents were not aware of CIWs and only 36% were aware of it), a low knowledge of the importance of using statistics in planning and decision making, , lack of statisticians, CWI surveys financing mechanism which was more donor dependency, hence lacking a sustainability and insufficient funds to implement the survey. Apart from those challenges the study has shown that 88% of respondents had the opinion that, CWIs was an effective tool for planning and budgeting, and 90% had perception that CWIs was effective for monitoring and evaluating programs and projects at Local Government Authorities (LGAs). In order for the tool to be adopted for a wider use the study recommends that awareness of CWIs to all core stakeholders should be created, sensitization on the power of using statistics in poverty reduction strategies should be done to all stakeholders, capacity building on statistical issues should be promoted and more important PMO-RALG should liaise with Ministry of Finance on how the government could assist in financing CWI surveys for sustainability purposes.
