Empowerment through Reservation: Experiences of Scheduled Tribe Gram Panchayat Members in Karnataka

Decentralisation of power through affirmative action such as seat reservations, aims to recognize the rights of weaker sections and women. This is a qualitative study examined the experiences and challenges of Scheduled Tribe (ST) members in Gram Panchayat (GP) administration. Centre for Multi-disciplinary Development Research (CMDR) in Dharwad, organised a training programme and gathered information through focused group discussions (FGD) and personal interactions. The study observed that over the years, social discrimination has diminished with ST members feeling more comfortable now in entering the houses of dominant castes, unlike their SC counterparts. Initial ignorance about fund transfers, sponsored schemes, and mandatory functions was overcome through training programs organised by the government and other agencies. ST members believe that reservation has facilitated their entry into politics, improving their social status and enabling them to work for their community. More than half of the female members lacked formal education, driving their desire for their children's higher education.
