ABSTRACT
The research in its logical flow delved into various areas
relating to Public Service ethical values and compliance by
staff so as to find solutions to the issue of ethics existing in
unscrupulous public servants in Bayelsa State. In order to
arrive at the various findings, the combination of
questionnaire, interview and personal observation were
used for data collation or gathering. To direct the study, two
hypotheses were formulated, and to validate the hypotheses
or otherwise, a statistical formula called Chi-square was
used. Notable among the findings of this study includes:
The public service ethical code as contained in the Public
Service Rule Book of 2008 and the 1999 Constitution of the
Federal Republic of Nigeria is feasible and practicable, but
public servants in Bayelsa State did not strictly adhere to
the Public Service ethical code of conduct before the
investigation was carried out. It was also discovered that
external political, social and economic influences impede
the effective administration of government business by Civil
Servant in the State. The study does not only present
striking objectives but also workable recommendations
among which are; establishing anti-corruption units in all
the states and be manned with incorruptible officers to
combat the business holistically to promote national
development, etc. The study hinged on the monumental
work of Max Weber whose main concern was the
rationalization of authority into impersonal and
bureaucratized institutions with high sense of merit and
strict obedience to an impersonal body of rules.
