Implementation Of Fee-Free Education Policy Strategy: Stakeholders’ Conceptions On Its Effects On The Quality Of Secondary Education In Kisarawe District

ABSTRACT

The main objective of the study was to explore the stakeholders‟ conceptions on the implementation of fee - free education policy strategy in improving quality of education in public secondary schools in Tanzania particularly Kisarawe District. The study was guided by the following objectives: the stakeholders‟ conceptions on the contribution of fee-free education policy to the quality of education; determining the policy and legal frameworks supporting provision and achievement of quality education for all and examining the stakeholders‟ contributions to the achievement of quality education in public secondary schools. Qualitative research approach was employed where by a sample of 84 participants purposively obtained were involved. Data collection methods including interview, focus group discussion and documents review were employed. Content analysis was employed by using six- steps of data analysis process. The findings were presented in themes, tables, and quotes. The study found that, FFE policy strategy has resulted into increased access to secondary education. This increase requires the environment without any obstacle that might prevent students from acquiring equitable and quality education. Basing on the findings there were various challenges facing the implementation of FFSE including: shortage of classrooms, shortage of teachers especially in Mathematics and science subjects. Others were inadequate funds and longer walking distance covered by students to and from school. In line with, it was advised that, the government has to involve various stakeholders to contribute for the construction of schools, classrooms and hostels. Moreover, the amount of funds allocated to run schools has to be improved, more teachers in Mathematics and science subjects to be recruited and providing them with adequate teaching resources. It is therefore concluded that, the provision of quality education is a delicate commitment which should be carefully planned and implemented. It is therefore recommended that the government rethinks on the mode of providing FFSE by involving key stakeholders in decision making on educational issues in implementing this, the government should take a bottom up approach.
