Influence Of The Institutional Framework On The Capacity Of The Prevention And Combating Corruption Bureau In Tanzania: A Case Of Dar-Es-Salaam City

ABSTRACT

The study comprehensively investigated the influence of the institutional framework on the capacity of the Prevention and Combating Corruption Bureau in Tanzania with Dar-es-Salaam City as a case study. The study was informed by modernization theory and the theory of Change. The study sought to meet four objectives, namely, to expose capacity level of the PCCB in combating corruption as well as repercussions corruption in the provision of public services in Tanzania; the adequacy of the anti-corruption policy goals in enabling the operations of the PCCB in Tanzania; suitability and challenges of the organizational structure to ensure effective delivery of the PCCB services in Tanzania; and the relevance of the current legal framework in ensuring the independence of PCCB in running its operations in Tanzania. Mixed research approach was used in studying the research problem. The study employed probability and non-probability sampling techniques in selecting a suitable sample size which comprised a total number of 116 participants. Data were collected from 116 participants of whom 110 were citizens who responded to questionnaires and 6 key informants involving 3 PCCB officials and 3 city councilors. Study findings have been analyzed quantitatively whereby numerical data have been presented in tables and figures in form of frequencies and percentages, while qualitative data led to the use of content analysis and some views have been presented in quotations for interpretations and discussion. The study revealed that PCCB was performing its operations below its expectations due to institutional and legal challenges, insufficient resource and personal challenges, hence ineffective control and prevention of corruption. This means PCCB revealed to have limited institutional and legal power besides inappropriate resources to effectively investigate and prosecute corruption cases. The study therefore recommends that reforms on some of anti-corruption laws need to be done to empower PCCB with ability to prosecute its own cases directly without consent, be capacitated financially, manpower, infrastructure and facilities, technologically and improve personnel ethics.
