ABSTRACTS The study was carried out in Nakawo Division Kampal district. It was intended to establish the services delivered, to find out challenges of service delivery and to find out solutions to the challenges of service delivery in Nakawa Local Government. The methods used in the study were quantitative and qualitative in nature. Questionnaires were used in the study. Simple random stratified sampling producer was used to get a preventative sample size of fifty respondents. The selected respondents included direct beneficially, staff member and the member of the community. The study findings round out that respondents understand the two variables for instance 37.5% and 32.5% of the respondents understand decentralization and service delivery very well and well respectively the main services found out by the study include: education, health, water, security, garbage collection and road services. The study findings found that local government is supposed to execute various roles of which include: Provides responsibilities and funding at various levels of Government. Funding includes unconditional, conditional and equalization grants, local governments by their nature of being close to the people have the majority of responsibilities that provide basic services to the people. Central Government makes national policies while local governments translates those policies into benefits to the communities e.g. policy on Universal Primary Education. The study also came up with the conclusion basing on the study objectives. It was concluded that education, health, water, securit, garbage collection and road services as the main service in the division, lack of strategic awareness, Lack of capacity. Poor coordination processes, Political power. High dependence on Central Government funding, Poor record keeping among officials, Poor participation in Lower and Poor monitoring of government projects as the main challenge affecting service delivery in the division where as undertaking effective monitoring. Improve civic awareness and Mandatory quarterly reports from councilors as the possible solution to the problems. It was also recommended that there should be an increase quantity of services in all sectors. This can be done through improving standards of universal education and also improvements in all sectors especially on tools and equipment used to provide services.
