The Contributions of the Concessionaires to the Efficiency of a Efficiency of Apapa Ports, Lagos

ABSTRACT

The study investigated the contributions of the concessionaires in the efficiency of Apapa port, Lagos.The paper x-rays the performances of the Apapa at two points in time, as pre - concession era, from 2000-2005 and2006 – 2012 as post concession era.The research identified the problems that have bedeviled the ports of Nigeria before the concession as corruptive tendencies, high tariffs, congestion, long waiting time for vessels berth, vessels delay resulting to low time around time and inefficiency at the ports. Again, the investigation tends to achieve some aims like – the influence of port concession on the value of cargo throughput, vessels turnaround time, level of labour productivity and berth occupancy ratio. In order to achieve the objective of this research, the study relied on descriptive statistics, using percentages on the questionnaires obtained from port users, with the aid of the t-ratio statistic. Again, the chi-square analysis was used on port performance indicators namely-Cargo through put, average turnaround time Labour productivity and Berth occupancy ratio, were subjected to a significance test. Prominent among the findings, the study revealed that a significant difference exists in the performances of three out of the four variables (cargo throughput, vessel average turnaround time and the level of labour productivity) between the two eras and failed the test for berth occupancy ratio. The study also made good use of both primary and secondary data in the gathering of vital information which added relevance to this study. Also about 200 respondents were chosen as the study population which was distributed amongst the four known concessionaries used in this study. Thus, the study concludes that the introduction of port concession is indeed, a desirable policy that is improving the nation’s economic state of the country which should be sustained. The study revealed that port concession introduction really improved the efficiency, productivity, operational performance and the total output of the port’s industry.
