The Effect of Monitoring and Evaluation on Organization Performance: A Case Study of the United Nations High Commissioner for Refugees in Mogadishu, Somalia

ABSTRACT This study sought to establish the effect of monitoring and evaluation on organization performance: a case study of United Nations high commissioner for refugees in Mogadishu, Somalia. the objectives were; to examine the effect of monitoring and evaluation plans on organization performance of (UNHCR), Mogadishu, Somalia . To assess the effect of monitoring and evaluation training on organization performance of (UNHCR), Mogadishu, Somalia and. To determine the effect of baseline surveys on organization performance of (UNHCR), Mogadishu, Somalia study was guided by the theory of change and the realistic evaluation theory by 1995. The study employed descriptive correlation research design in order to the effect of monitoring and evaluation on organization performance: a case study of United Nations high commissioner for refugees in Mogadishu, Somalia. The study applied the quantitative data involved information from the questionnaires only. The study used both simple random sampling and purposive sampling procedures. Purposive sampling was used to select different activities in the area of investigation in order to get first-hand information from the key informants. Data was collected from primary and secondary sources using questionnaires. The study found out that effect of monitoring and evaluation plans on organization performance of United Nations High Commissioner for Refugees Mogadishu, Somalia had an average mean of 3.20. This implies that conducting monitoring and evaluation plans plays a vital role in boosting the overall performance of organizations. It was discovered that generally the effect of monitoring and evaluation training on organization performance of United Nations High Commissioner for Refugees (UNHCR), Mogadishu, Somalia , Mogadishu had an average mean of 3.78 which is equivalent to very high on Likert Scale. It was also found out that the average mean of effect of Baseline Surveys on Organization Performance was 2.90 equivalent to high on the Likert Scale which implies that baseline survey remains to be a critical tool that can help organizations to improve on their performance. The study concludes that M&E plan outlines that influences organization performance. From the studies reviewed, it has been noted that an M&E plan generally outlines the underlying assumptions on which the achievement of organization goals depend, the anticipated relationships between activities, outputs, and outcomes- the logical framework. The study furthermore concludes that M&E training help implementers and other data collector to understand questions like “who this is all for – who are we gathering information for, how do we expect they will use this information and why have we decided to gather the information in the ways that we have”. It is important, particularly for those responsible for collecting and sharing information for the M&E system that they understand the rationale behind the system and their role in it. The study also concludes that baseline survey provides the basis for subsequent assessment of how efficiently the activity is being implemented and the eventual results achieved a very big contribution to influencing organization performance.
