ABSTRACT 

The study aimed at establishing the relationship between procurement entity's understanding of the public procurement procedures, application of the public procurement procedures and governance of PPDA Requirements. The procurement entity was deemed fit for this study since it is semi autonomous, gets funding directly from the Ministry of Finance and is bound by the new procurement law (the PPDA Act.) The researcher is concerned that whereas the new procurement laws/procedures were enacted to improve governance in the entity among other things, and that the government (through the PPDA Authority) had put in much effort to sensitize the stakeholders regarding these laws, there was no evidence as to whether these laws had improved governance. The assessment reports conducted by the authority also revealed high levels on non-compliance with the new law by a number of entities. The study employed a crosssectional and descriptive survey designs. combining both quantitative and qualitative research paradigms. The study found out that whereas there was understanding of stakeholders of the public procurement procedures, and application of the public procurement procedures in a number of the entities sampled for this study, the cross-functional team procurement in these entities was still inadequate. The study also established significant relationships between understanding of the procurement procedures and governance, application of the procedures and governance, cross-functional teamwork and governance, understanding of the public procurement procedures and application of the procedures in the entity. The study makes practical and procedural recommendations to the government and the relevant authorities as to the way ahead to improve governance in these entities.
