ABSTRACT
This research work conducted titled, the role of local government bureaucrats in setting development goals at the grass-root level, this implies how the local government administrators (bureaucrats) will bring development to the people at the grass root area. But it was faced with so many problems that hinder the development, such constraints are as follows: insufficient of fund, Literacy, Corruption and favouritism and Nepotism. These above listed factors are one of the constraints that hinder the local government administrators in meeting up with their setting goals in developing the rural areas. In this research work the major instrument for data collection used in questionnaire and interview. The data was analyzed using simple percentage. However, to ensure effective development goals, the researcher recommences the following remedies;-Adequate funding should provide for local government in other to meet up with the development of the grass-root. Adequate training should be given to local government workers to avoid abuse of office. There should be need for moral re-oriented and discipline on our leaders in other to serve the people at the grass root well. Government should strength legislation against social discrimination. Finally, the role of local government bureaucrats as a tool of development could not be over-emphasized because it is geared towards improving development morale, and performance.
