ABSTRACT The advancement in Information Technology has led to changes in teaching and learning processes of many educational institutions across the globe, which provides reliable, convenient and easily accessible environment which is conducive for learning. Considering the fact that, the Kampala International University E-Learning System is in its infant stage, it is necessary to come up with a robust strategy or fi-arnework that can be deployed to monitor user activities on the E-learning platform, for the purpose of continue improvement of the E-learning System, in order to enhanced user experience on the platform. It can also provide up to date information which can be useful to the University Management to make an effective and efficient decision which can transform teaching and learning processes positively in the University. In this study, the researcher used qualitative research design to study the flaws in the existing E-learning System utilization analysis in Kampala International University and descriptive design to determine the requirement or indicators needed for the development of a framework for utilization analysis of the University E-learning System, which was guided by well structured interview guard and survey questionnaire respectively. Data was collected from a sample size of 80 respondents, in which only 60 respondents returned the questionnaire, which was considered for data analysis. 4-point Likert scale was used to determine the perception of the respondents about the requirement for the utilization analysis of the university e learning system. The data collected was analyzed using Statistical Package for Social Science (SPSS 6.0). Furthermore, the findings from this study revealed that all the requirement are very important because it will provide the university management with basis to measure performance and ~‘ eakness of the e-learning systems, in order to improve the system where necessary and explore the full potentiality of c-learning system. In addition, a framework for c-learning system utilization analysis was developed, which was guided by the findings from the analysis of the requirement and face to face interview conducted as well as literatures reviewed. A prototype was developed to test the basic functionalities of the framework, using PHP, Mysql, CSS and HTML as tools and run on window 8 operating system.
