Assessment of the Role of Hydro Diplomacy in Managing Nile Water Resources between Uganda and Egypt (2000-2018)

Abstract:

The study focused on the role of hydro diplomacy in managing the Nile water resources between Uganda and Egypt. The problem of the study was to find out why Egypt continues to limit Uganda on how best Uganda can use the Nile. Interdependence liberalism theory asserts states seek out cooperation and not conflict which forms a basis of all state relations. Structural realism theory assumes power is the most important factor that states use to match national interests. The study undertook a mixed research approach that was both qualitative and quantitative where information about the respondents was quantified to ease analysis of data. The findings of the study highlighted the reality that through the relations Uganda has with Egypt, Great economic growth that has led to Uganda being one of Egypt’s main exporters in the region whereas military strength has been enhanced. Uganda and Egypt relations have also brought about cooperation between both countries making relations navigable. Uganda has employed the use of Memoranda of Understanding and negotiations as techniques that have birthed cooperation between both countries. The study highlighted the challenges Uganda encounters in her relations with Egypt as the difference in cultures which hinders relations and Egypt’s use of propaganda alongside growth of industrialization and change in climate. The study concluded that Uganda and Egypt should continue to seek out cooperation.
