ABSTRACT
The management of waste is one of the challenges facing many urban areas especially in
the developing countries. This study identified by laws/regulations related to solid wastes
disposal in the study area in Dodoma Municipality as a case study. A total of 140
respondents were involved in the study, data were descriptively analyzed for frequencies,
percentage and tables, the interviews using questions were the main data collection
methods used. The analysis of the collected data indicates that ,The local Government
(urban authorities) Act of 1982 that gives considerable responsibility to urban authorities
for waste collection and disposal, from this acts there are several by-laws that include
Rules for the Township made under the Township Ordinance of 1920.The study identified
the proposed instruments for implementation of by-laws related to solid waste disposal
includes: informative instruments, in which (30.3)%of waste producer‟s category of
respondents proposed the instrument, The analysis of the collected data reveals that the
solid waste management system is riddled with a number of challenges such as inadequate
enforcement authority, limited communications within local administration and the
various stakeholders, inappropriate technologies and financial constraints, low level of
environmental education among the community, lack of incentives for best practices in
solid waste management, inadequate infrastructure for solid waste management, One of
the options to address the challenges includes: public legal education and information to
the community about solid waste management, if the aforementioned factors are well
implemented no doubts the municipal would be proud of clean environment.
