The study was done in Zanzibar Immigration Authority and ZIPA whereby officials were interviewed and investors who were applying resident permits were provided with questionnaires. The data were collected through interviews, document reviews and questionnaires analyzed with the aid of Microsoft Excel of which 50 respondents were involved in the study. The study found that there is great impact of Immigration Services on Foreign Direct Investment through its facilitations, using its legal framework: policy, laws and regulations. However, there are challenges that Immigration faces and they should be solved namely the mix up of procedures, different enforcement of laws and regulations from others institutions, low education and not cooperation from some investors. The study put some recommendations namely to have special awareness programme to both public and investors and hasten the completion of the Act and new Policy of Immigration to help the Authority face those challenges
