ABSTRACT
This study aimed at examining the management model in partnership between government and religious institutions in the provision of primary education in Tanzania, specifically Buigili primary school which was treated as a case study. The study was conducted in the Dodoma region, specifically in the Chamwino district where Buigiri primary school is located. The study was guided by Structural Functionalism Theory which based on the assumption that it increases awareness and understanding the partnership between the government and religious institutions. A qualitative approach and case study as a research design was employed. A total sample of 23 informants - who included 10 pupils, 10 teachers, 2 religious leaders, and 1 headteacher - took part in the study. Moreover, purposive sampling technique and simple random sampling techniques were used to get the informants, and data were obtained through unstructured interviews, documentary review, observation and focus group discussion. The data for this study were subjected to thematic analysis in which common themes and patterns were identified. The findings showed that schools under partnership use different management models - democratic and bureaucratic - in running their day-to-day activities. However, there were challenges such as inadequate budget, shortage of school infrastructure, lack of Memorandum of Understanding (MoU) and shortage of INSET to teachers; that impeded the partnership in the effective and efficient delivery of the primary educational services. The study recommends that provision of adequate fund, INSET to teachers, teaching and learning materials and enough teachers as well as writing up MoU should be done for improving quality delivery of the primary educational services
