Procurement Planning And Service Delivery In Local Governments. A Case Study Of Nakapiripirit District Local Government.

The study focused on procurement planning and serv1ce delivery in Nakapiripirit District local Government as a case study, the objectives of the study were to examine roles of different stakeholders in procurement planning, to establish factors affecting service delivery, and the relationship between procurement planning and service delivery. The study used stratified and simple random sampling technique to get respondents and questionnaires were use to acquire information and data, this was presented by use of table and figures and analyzed in percentages, frequencies and correlations, the study found out that stakeholders perform different roles during procurement planning, factors affecting service delivery in NDLG were also identified such as poor infrastructures, corruption, challenge of getting the right service providers, limited skilled personnel among others, a strong relationship also existed between procurement planning and service delivery base on the findings of the study. The study recommends training of technical staff on procurement systems, constant monitoring and auditing by central government on services delivered to citizens and There is need for all policy makers at central and Local Government level to devote considerable time and resources considering the importance of procurement plans in service delivery, and the policy of enforcing compliance to development of procurement plans must be supported.
