Procurement Policies and Performance of Government Ministries in Juba, South Sudan

ABSTRACT Procurement policies perform very critical role in improving organizational competitive advantage, bring new ideas or product to the market, reduce inventory cost, enhance value for money in procurement and increase the profitability of their operation. Hence, this study examined the effect of procurement policies on performance of government ministries in Juba, South Sudan. The study employed a cross-sectional research design. A sample of 192 respondents was selected from 370 target population using Slovene’s formula. The quantitative approaches was adopted to analyse the data collected through questionnaire. The results of qualitative analyses using frequency counts and percentage distributions, means and standard deviations show that majority of the respondents were males (62%); majority (44%) of the respondents had bachelor education; majority of the respondents (27%) aged 30-39 years, and that the majority of respondents (37 %) have between 5-6 years’ experience. The results further show that majority of the respondents generally are neutral that procurement planning affect performance but agreed that contract management enhances performance of government ministries in Juba South Sudan; and that government ministries are efficient procurement policies positively affect performance of government ministries in Juba. The results of quantitative analyses using regression analysis revealed that procurement planning; contract management and procurement evaluation have positive and significant effect on performance of ministries in Juba south Sudan. The findings indicate, amongst others, that procurement policies significantly affect performance of government ministries in Juba, South Sudan. The study recommends, among others, that government ministries in Juba South Sudan should also enhance stakeholder involvement in their procurement processes by allowing for more public participation in the process. The study has contributed to knowledge on the effect of procurement policies on performance of government ministries in South Sudan.
