ABSTRACT

The research was conducted in Mogadishu Somalia on “challenges facing

decentralisation policy in decentralized Local Governments in Somalia”

The research was guided by the research objectives which included;

finding out the challenges of decentralisation policy in Mogadishu

Somalia, finding out the solutions to challenges of decentralisation policy

in Mogadishu Somalia, and finding out the impact of decentralization

policy in Mogadishu Somalia.

The research found revealed that; increased spending, poor keeping of

financial documents, influence by central government, and

embezzlement of public funds were the challenges of decentralisation

policy in central, Mogadishu Somalia Local Government.

The research further revealed that; employment of technical people,

reduction on expenditures, drawing work plans and curbing corruption

were the solutions to the challenges of poor decentralisation policy in

central, Mogadishu Somalia Local Government.

Finally, the findings revealed that; increased accountability, easy service

delivery, reduction in corruption, and increase in local government

revenues were the impact of decentralisation policy in central,

Mogadishu Somalia Local Government.

The conclusions were later made based on the findings of the research

objectives and the recommendations were then made of which the

researcher recommended that tight financial measures be enforced by

the district Local Government Authorities, stop interference with Local Government Accounts among others.
