ABSTRACT
This study investigated the effectiveness of Performance Appraisal Practices in Public Secondary Schools in Dodoma Municipality. The major concern was to see whether the practices were properly administered and whether the process yields the expected results. To achieve this objective, interviews, questionnaires and documentary review were used as data collection techniques. The research data were gathered from 90 respondents and data were coded and analysed using statistical Package for the Social Science (SPSS) software, while content analysis analysed interview guide. The study revealed that, performance appraisal system can enable schools in Tanzania to acquire competences and quality standards in terms of overall performance and therefore making the better improvements as long as is conducted timely. For many respondents used in this study performance appraisal was very effective despite the complaints that it was ineffective at some point which needed immediate adjustments in order to show the exact importance of it in their career. The study also found out several challenges that face implementation of OPRAS in public schools teachers, positive challenges were noted by high numbers of respondents revealing that implementation of appraisal system conducted without any seminar of workshop to inform the employees the importance and the way it can solve several work problems. This study concludes that, the awareness of public performance appraisal of teacher in secondary schools was higher than thought to be, but challenges that are facing teachers during the implementation of performance appraisal system have shifted their heart and perception in the whole process of system, its clearly revealed that despite standards practice in most public secondary schools performance appraisal still have several problems. The study recommended that, the government should ensure that teachers to get actively involved in the performance appraisal process by the council education body and their effort will be recognized, and also make sure they find long lasting remedy to the identified weaknesses on the part of the council performance appraisal authority.
