Introduction

On March 27, 2020, Uganda reported the first case of COVID-19 and the Government of Uganda took actions to minimize the spread of the Corona virus by imposing restrictions on travel, closing the Airport and all borders for passenger travel. This proposal is therefore designed to capacitate the Ministry of Education to simplify learning process by introducing a digitization course in syllabus for all Courses at University level to mitigate the impact of COVID-19 on their education systems and help recovery.
