ABSTRACT This study sought to examine public finance management and education service delivery in Uganda: A case study of Mukono District, The Objectives were; to identify the contributions of public finance management towards educational service delivery in Mukono District, to examine the challenges of public finance management towards educational service delivery in Mukono District and to find out the possible solutions to overcome challenges of public finance management towards educational service delivery in Mukono District. The study applied a case study research design to reflect aspects of perception, feelings, experiences, facts and emotional ibelings of the study respondents in finding out the public finance management and education service delivery in Mukono District. This was because the research questions that was generated necessitate observing explanatory, descriptive and analytical aspects of the research. The study population involved 5$ participants where 14 top officials of Mukono District, 16 district education officers, 13 Mukono District Finance Department officials and 15 were the local population. A sample size of 50 respondents was determined through purposive and random sampling methods. Simple random approach was used during the study. Purposive sampling was also used to select only respondents for the researcher to attain the purpose of the study. Data was collected from primary and secondary sources using questionnaires. After collecting data, the researcher organized well-answered questionnaire, data was edited and sorted for the next stage. The data was presented in tabular form with frequencies and percentages. The study findings revealed that the sample constituted of 50 respondents of which 33 (66%) were males and 17 (34° o) remaining were females. This implies that males are the majority. This implies that the most respondents were men clue to the societal beliefs that the males are hardworking and hence capable of ensuring effective public finance management and thus improve on educational service dclivery in Mukono District. The study concludes that public finance management is that it helps to provide sufficient information to decision makers and thus boost the education service delivery. For instance the money collected is used for the benefit of people through provision of universal education hence leading to proper utilization of educational resources. The study recommends that considering the huge work and insufficient money, the provincial government should carry on main responsibility to afford compulsory funding of the community. To achieve the equal and high quality compulsory public finance, the central government should increase its input in local area, with the transfer to local government, especially those in undeveloped regions.
