ABSTRACT
This study was focused on ―The Effect of Decentralization on Community Participation: A Case of Primary Education Development in Kongwa District Council‖. Specifically it aimed to examine the extent of community participation in primary education, to examine the challenges of the implementation of devolution on community participation in education and to identify the effects of devolution by decentralization on community participation in education.
Sample size of 56 respondents was involved in the study whereby probability and non probability sampling procedures employed. Social survey and Interviews method of data collection were employed whereby questionnaire used as tool for data collection. Data were analyzed using qualitative and quantitative approach.
The findings from this study reveal that respondents are highly aware of Effect of Decentralization on Community Participation. One of the best ways to encourage and support individuals in workforce is through professional development. In addition the study unveils that workers were not provided with expected benefits due to presence of poor management that was inappropriate for action as well as a lack of skills and knowledge. For these reasons, the study recommends that, it is important to recognize the distinction between problems of national scope of effect of decentralization on community participation that are merely common to Tanzania. Eventually, this is linked to better access, by citizens, to the services which they require from educationist to their society. As the state becomes a more efficient, and voracious to information, the danger of the decentralization on community participation effect abusing the threat has been addressed. Thus the Government‘s in every matter should offer a unique opportunity solution to improve and shape children‘s services for the better and vital integrated at the heart of this agenda.
