ABSTRACT
National roaming is an important service that Facilitates can lead us to do the best utilization of available resources between different telecommunication providers in the same country. Vehicle tracking services are important for vehicle protection in different businesses. But this service is limited with the limitation of cellular coverage area especially in rural areas. As a result, the vehicle is disconnected from the tracking server until it enters an area where cellular coverage is available. To solve the limitation of coverage we propose to use a mobile IP roaming network . When the quality of service (QOS) is acceptable in one Access Point of a network and absent in another, The mobile device is allowed to roam in another network which provides coverage in that area .The device can therefore continue to transmit its location to the server .This improves resource utilization and increases system reliability
